Chief Executive Officer
Emil Marzullo
Emil Marzullo was appointed Interim Executive Director of the City’s Economic Development Agency by Mayor Pat Morris in February, 2008, after serving as the Mayor’s Economic Development Consultant for two years. In this capacity, he was responsible for developing community development strategies and partnerships for residential, industrial and commercial projects, as well as formulating new vision strategies for urban renewal for the City of San Bernardino.
With a strong background and diverse expertise from the public and private sectors in Organizational Management, Emil’s goals for the Agency includes evaluating its Mission Statement in conjunction with programs, services and necessary staffing to position the Agency for the future, for the level of efficiency, solvency and support for the business, commercial and residential customers that it serves.
Emil Marzullo brings to the City of San Bernardino, 32 years experience in local government Planning, Budgeting, Development, Public Administration Education, and Public Debt Financing, Financial Engineering and Land Entitlements. He has held numerous responsible government positions in planning and economic development, as well as serving as a land development consultant in both the private and public sectors.
Mr. Marzullo began his career as an environmental specialist and in land use and community development planning. He then was appointed to positions in San Bernardino County as Deputy Director of Economic Development and for 10 years was Assistant County Administrative Officer/Director of Special Districts for the County of San Bernardino which included administrative responsibility for more than 120 special districts representing water, sanitation, parks, roads, fire, utilities franchises and land-secured debt-financing.
Mr. Marzullo holds a Bachelor of Arts Degree in Geography and Environmental Studies from the University of California, Riverside and a Master of Science in Environmental Studies from California State University, Fullerton. He has been a visiting lecturer in the Graduate School of Business and Public Administration at California State University, San Bernardino and has led professional seminars in Land Development courses at the University of California, Los Angeles and Davis campuses.
President
Patrick J. Morris
Mayor Patrick J. Morris was elected Mayor of the City of San Bernardino in February 2006. He campaigned on a platform of aggressive crime fighting, economic revitalization, and ethical governance. In the 26 months since his election, Morris has worked tirelessly to deliver on his campaign promises by:
- Sponsoring Measure Z, which was passed by almost 70% of our citizens, increasing sales tax by one quarter of one percent to hire 40 additional police officers and increase youth programs offered in the city;
- Working with the county, schools, state, and private sector to create one of the most comprehensive anti-crime collaborations in existence, called Operation Phoenix;
- Bringing significant and exciting new development proposals to the city's historic downtown; and
- Conducting the city's most comprehensive top-to-bottom audit to improve the efficiency and effectiveness of San Bernardino's city government.
In addition to these efforts, Mayor Morris serves as President of the San Bernardino International Airport Authority and Co-Chairman of the Inland Valley Development Agency. In these roles he helps to guide the development of the international airport located on the former Norton Air Force Base and the redevelopment of the area surrounding the airport.
He also serves on the board of the San Bernardino Associated Governments, where he serves on the Major Projects and Commuter Rail Committees. He is on the Board of Directors for Omnitrans, where he is the Chairman of the Planning and Productivity Committee. Mayor Morris also serves on the Board of Directors for the Southern California Regional Rail Authority, which operates Metrolink.
Mayor Morris has taken an active role in the revitalization of the historical Sturges Center for the Performing Arts, the renaissance of the Santa Fe Depot and the development of the Santa Ana River Master Trail.
Before becoming Mayor, Morris was appointed to the Superior Court Bench in 1976. His colleagues elected him to an unprecedented three terms as Superior Court Presiding Judge from 1981 to 1984. He served as Chief Justice of the Judicial Council from 1991-1993. During Mayor Morris' tenure on the bench he was named Inland Southern California's Trial Judge of the Year in 1981 and the National Council of Juvenile and Family Court Judges awarded him the highest award for Meritorious Service to the Juvenile Courts of America in 1991.
From 1990 to 1996, Mayor Morris served as Supervising Criminal Law Judge and, in 1994, established one of California's first drug treatment court programs. He has advocated statewide, nation-wide and internationally for treatment alternatives for non-violent addicts appearing in the Criminal Justice System. In 1996, Mayor Morris was appointed by California Chief Justice, Ron George, to chair the Judicial Council Task Force on Drug Courts in California, and in 1998, was elected Chairman of the Board of the National Association of Drug Court professionals. In 1999 Mayor Morris established one of the nation's first Mental Health Courts to treat the seriously mentally ill caught up in the Criminal Justice System.
In 1994, the Judicial Council of California inaugurated a Distinguished Service Award to annually honor a member of the California judiciary for his or her leadership and significant contribution to the administration of justice. In April, 1994, in Los Angeles, Chief Justice Malcolm Lucas, on behalf of the Judicial Council of California, honored Mayor Morris by presenting him the first Trial Jurist of the Year Award.
Mayor Morris previously served as President of the San Bernardino Board of Education. He has been a member of the University of Redlands Board of Trustees since 1971 and he is the founder of the San Bernardino County Children's Network.
Mayor Patrick J. Morris grew up in Needles, California. He is a graduate of the University of Redlands, cum laude, Phi Beta Kappa, and Stanford University School of Law.
He lives with his wife Sally in San Bernardino where their children and grandchildren also reside.
Vice President
Rikke Van Johnson
Rikke Van Johnson is a 49 year resident of the City of San Bernardino. He is a graduate of Eisenhower High School in Rialto, CA and has an Associate of Arts Degree from San Bernardino Valley College.
Mr. Johnson is retired from the United States Postal Service after 27 years of service. He is presently employed as a Bail Agent and Manager for Greenwood Bail Bonds in San Bernardino.
Councilman Johnson was elected to the City Council in November 2003 and was sworn in to represent the residents of the Sixth Ward of the City of San Bernardino on March 1, 2004 and was re-elected to the City Council in November 2007. His current term will expire in March 2012.
He has served on various City Committees and presently serves on the Ways & Means Committee, the Redevelopment Committee and the San Bernardino County Solid Waste Advisory Task Force. Further he serves as a member of the Inland Valley Development Agency, San Bernardino International Airport Authority and the San Bernardino Economic Development Corporation.
Mr. Johnson is a Deacon at Ecclesia Christian Fellowship Church in San Bernardino. He is a member of the Westside Action Group (WAG), National Alliance of Postal and Federal Employees (NAPFE), the California Bail Agents Association (CBAA) and is also a lifetime member of the National Association for the Advancement of Colored People (NAACP).
Mr. Johnson is happily married to Sharon and they have two daughters, Monique and Erika, one son, Julian Marsailes and one granddaughter, Kiara.

Tobin Brinker
Tobin Brinker was elected in a special election in November 2006 to fill a vacancy when his predecessor moved away. Mr. Brinker was reelected in 2007 for a complete four-year term. Mr. Brinker previously served one term as a Colton School Board Member from 2001-2005.
Brinker moved to the Inland Empire when he was 8 years old. His father was stationed at Norton Air Force Base. He graduated from Colton High School in 1986 and attended San Bernardino Valley College where he earned an Associate of Arts Degree in Liberal Studies. He went on to graduate from Cal State San Bernardino with a Bachelor of Arts Degree in Political Science.
Tobin met his wife, Erin at Cal State. They are married with two children and have lived in the Third Ward since 1998. Both Councilman Brinker and his wife were foreign exchange students when they were in high school. They are still actively involved with the American Field Service Foreign Exchange Program. They have hosted students from Columbia, Panama, Bolivia, China, Venezuela, Hong Kong and Austria. Brinker works as a middle school history teacher in the Rialto School District at Frisbie Middle School.
Councilman Brinker was recently selected as a Citizen of Achievement by the League of Women Voters. Tobin was recognized by the league for his leadership in re-opening Nicholson Park after city budget cuts forced its closure in 2009. Councilman Brinker organized a group of teacher volunteers to re-open the park during the summer of 2010 and personally ran the park program. His efforts lead to a partnership with the county Children Services Department, a local non-profit and neighborhood residents to reopen the park permanently in the Spring of 2011.
Councilman Brinker served as Mayor pro-tem from March 2010 to March 2011. The current Mayor pro-tem is 4th Ward Councilman Fred Shorett.
Councilman Brinker's current committee assignments are:
- RDA committee (chairperson) - deals with economic development issues
- Grants- review grant applications and look for funding opportunities
- Personnel- review job classifications, personnel changes, and HR issues.
- Education Bridge committee - a joint committee of city council and school board representatives that work to address critical overlapping issues between the city and the schools.
- EDC (Economic Development Corporation) - a recently formed non-profit corporation to protect valuable local tax dollars from the Governor's attempt to defund city Redevelopment Agencies.

Dennis Craig
Dennis Craig moved to Southern California 46 years ago from Dawson Creek in northern British Columbia and has been involved in business in the San Bernardino area since 1975. Dennis and his family owned and operated Sonitrol Security Systems of San Bernardino until 1995. Dennis was the owner of the Red Fox Restaurant and Bar in San Bernardino for nine years until he went in to the Real Estate business and has been a residential real estate expert since 2005.
Dennis proudly gave back to the San Bernardino community through the sponsorship of local youth athletics and many other community involvements. As chairperson of the annual Dave Stockton Coyote Classic Golf Tournament, Dennis helped raise more than $100,000 annually for student athletic scholarships.
Dennis is an avid golfer for all the right reasons – enjoyment of the outdoors, the scent of fresh cut grass, the competitive nature and the camaraderie with friends.
Mr. Craig’s community involvement includes San Bernardino Chamber of Commerce Board of Directors, San Bernardino Economic Development Corporation Board Member, S.B. Chamber Volunteer of the Year 2002, NAAD (National Association of Athletic Directors) College Division Volunteer of the Year 2005.
Mike Gallo
Mr. Gallo is the President and Chief Executive Officer of Kelly Space & Technology, Inc. which he co-founded in 1993. He oversees the day-to-day operations of the Company and providing leadership to the development and commercialization of the Company’s technology. Mr. Gallo also serves as a Director for Global Energy Systems, LLC, a KST subsidiary formed to implement its energy-related lines of business. As an implementer, Mr. Gallo formed the Aerospace Research & Development Center (ARDC) at the San Bernardino International Airport to provide a hub for advanced technology development activities while bringing high-quality jobs and key products of national significance to our region.
Mr. Gallo began his professional career as an Officer in the United States Air Force, managing Military Airlift Command facility design and operations at Norton Air Force Base in San Bernardino, California. Mr. Gallo worked for TRW’s Ballistic Missiles Division, to support the USAF in the development and deployment of the Peacekeeper and Small ICBM Weapon Systems as manager of the Systems Design and Cost organization. He served as the Director of Program Control for the TRW Launch Services Organization managing financial analysis, cost estimating, budgeting, risk assessment, scheduling, configuration control, data management, computer analysis, product reliability, quality assurance and safety analyses for the launch system program.
Mr. Gallo provides leadership to the commercial, civil and military space community as a founding member, the past Chairman and current Chief Financial Officer (CFO) of the California Space Authority (CSA). He also serves as the Arrowhead Section Chairman of the American Institute of Aeronautics and Astronautics (AIAA). Mr. Gallo is the past Chairman and current Board Member of the Community Action Partnership of San Bernardino County; he is also the Chairman of the Board for the San Bernardino Area Chamber of Commerce, founding member and School Board Chairman of the Norton Space and Aeronautics Academy (NSAA), a newly formed K-12 San Bernardino County Charter School and is an Executive Board Member of the California Workforce Association (CWA). He was the past Chairman and current Vice Chairman of the San Bernardino County Workforce Investment Board (WIB). Mr. Gallo has been on the Community Action Board since the nineties.
